






On June 12, the Chongqing Development and Reform Commission issued a notice regarding the "Action Plan for Promoting Comprehensive Green Transformation of Economic and Social Development (2025-2027)."
The document outlines the construction of a green transportation infrastructure network. It emphasizes deepening the Chengdu-Chongqing Hydrogen Corridor initiative, advancing the development of the entire industry chain for hydrogen energy production, storage, transportation, refueling, and utilization, and integrating all aspects of the hydrogen energy sector. The plan calls for denser deployment of charging and battery swapping facilities, promoting organic integration between transportation infrastructure and energy networks, and implementing pilot projects for "vehicle-road-cloud integration." It also aims to improve the three-tier distribution system at the county, township, and village levels, driving the green and intelligent transformation of distribution methods.
The plan accelerates low-carbon upgrades in transportation equipment. It further optimizes policies for new energy trucks in central urban areas, actively supports including older operational trucks meeting National IV and below emission standards in the trade-in subsidy program, and speeds up the phase-out of freight vehicles with National IV and below standards in central urban areas. The document promotes infrastructure construction such as LNG refueling stations and orderly expands the application of LNG-powered vessels. It accelerates the replacement of outdated gas-fueled vehicles and encourages the adoption of new energy vehicles for newly added or updated public service vehicles in central urban areas, including buses, taxis, urban logistics, sanitation, and postal services. The plan intensifies efforts to promote hydrogen-powered vehicles and reduce energy consumption and carbon emissions in the transportation sector. By 2027, the proportion of pure electric buses and cruising taxis in central urban areas should reach no less than 55%.

Action Plan for Promoting Comprehensive Green Transformation of Economic and Social Development (2025-2027)
The plan fully implements the work arrangements of the CPC Central Committee, the State Council, and the municipal Party committee and government. It adheres to the principles of unwavering commitment combined with steady progress, strengthening incremental growth while optimizing existing resources, coordinated advancement with focused breakthroughs, tapping local potential alongside external expansion, and effective government-market synergy. The plan implements ten green and low-carbon transformation actions, striving to establish new systems, platforms, and mechanisms for green and low-carbon development. It aims to build a high-quality demonstration zone for a beautiful China and create a municipal model for modernization featuring harmonious coexistence between humanity and nature, contributing Chongqing's strength to the construction of a beautiful China. By 2027, the city's energy consumption per unit of GDP is expected to decrease by 16% compared to 2020, with the proportion of non-fossil energy reaching 25%. The cumulative number of green factories will reach 500, green industrial parks 36, and near-zero carbon park pilots 24. The proportion of pure electric buses and taxis in the central urban area will not be less than 55%. The recycling rate of urban domestic waste will reach 45%, and the resource utilization rate of urban construction waste will reach 75%.
I. Implementing the Optimization Action for Green and Low-Carbon Development Spatial Layout
(1) Optimizing the Development and Protection Pattern of Territorial Space. Strictly adhere to the three control lines of arable land and permanent basic farmland, ecological protection redlines, and urban development boundaries. Improve the "trinity" protection system for arable land quantity, quality, and ecology, continuously upgrade high-standard farmland, and ensure that the area of long-term stable arable land does not decrease. Strictly implement the ecological protection redline supervision system and advance the demarcation and marking of ecological protection redlines. Strictly control urban development boundaries to promote intensive and green development within urban spaces. By 2027, the protected area of permanent basic farmland will not be less than 20.64 million mu.
(2) Strictly Protecting Important Ecological Spaces. Actively promote the construction of natural reserves, strengthen the protection of ecological corridors in important mountains such as Jinyun Mountain, and advance the protection and construction of key national ecological functional areas like the Three Gorges Reservoir area, Qinba Mountains, and Wuling Mountains. Implement projects such as the "Two Banks Green Mountains·Thousand-Mile Forest Belt," national reserve forests, and small wetlands. By 2027, ensure that natural reserves account for no less than 13.8% of the territorial area, and the forest coverage rate is not less than 55%.
(3) Improving the "Nine Governance" Ecological Management System Led by Water and Air Pollution Control. Intensify efforts in water pollution control, accelerate the construction and upgrading of sewage collection and treatment facilities, and completely eliminate black and odorous water bodies across the region. Strengthen air pollution control by strictly controlling PM2.5 concentrations. Enhance source control of soil pollution, jointly implement "waste and plastic governance," deepen solid waste pollution prevention, improve waste classification management, and carry out actions to reduce "white pollution." By 2027, the proportion of excellent water quality in national-controlled surface water monitoring sections will stabilize at 95.1%, and heavy pollution weather will be largely eliminated.
(4) Strengthening Regional Green Development Collaboration. Enhance cooperation with provinces and cities along the Yangtze River, jointly implement the Three-Year Action Plan for Yangtze River Protection, and advance integrated actions for comprehensive water pollution control, water ecological protection and restoration, water resource and shoreline protection, and water transport efficiency. Establish and improve the Sichuan-Chongqing planning coordination mechanism, jointly implement the construction of the "Six Rivers" ecological corridor, and seek national approval for the territorial space planning of the Chengdu-Chongqing Economic Circle. Deepen the cross-border river water pollution prevention and control mechanism between Sichuan and Chongqing, promote soil erosion control in key areas like the Jialing River and Tuo River, and continuously improve the regional ecological environment control system, piloting in the Sichuan-Chongqing Gaozhu New Area.
II. Implementing Green and Low-Carbon Industrial Structure Upgrade Initiatives
(5) Consolidating and Enhancing Dominant Industries with Competitive Advantages. Implementing the "Collaborative Leap" initiative for intelligent connected NEVs, optimizing the cluster ecosystems of Changan, Seres, and others, improving the parts supply chain system, promoting the scaling up and renewal of "Made in Chongqing" vehicles and their global expansion, accelerating the construction of a "city of convenient ultra-fast charging" and an autonomous driving ecosystem hub, and building a capital of intelligent connected NEVs. Implementing the "Initiation, Continuation, Transition, and Integration" initiative for the new-generation electronic information manufacturing industry, and constructing a new "complete machine + supporting" system. Implementing the "Strengthening the Trunk and Branching Out" initiative for advanced materials, and promoting the iterative development of industrial clusters from a "chain-type" to an "ecosystem-type" model.
(6) Developing and Expanding Emerging and Future Industries. Optimizing the industrial generation path of "industry research institute + industrial fund + industrial park," strengthening strategic emerging industry clusters such as biopharmaceuticals and high-end equipment, accelerating the construction of an innovative drug industry ecosystem in Chongqing International Biocity, and building a national hub for smart medical equipment industries. Cultivating and expanding future industries such as aerospace information and embodied intelligence. Increasing the supply of low-altitude economy policies and infrastructure investment, promoting the R&D and manufacturing of drones and electric vertical takeoff and landing aircraft (eVTOL), and building a low-altitude economy industrial ecosystem centered around intelligent air-ground integrated systems. By 2027, the added value of strategic emerging industries is expected to account for 36% of the added value of industries above designated size.
(7) Promoting the "Intelligent, Digital, and Green" Transformation of Traditional Industries. Launching the "Tiangong Renewal" initiative for the digital transformation of the manufacturing industry and a special initiative for the digital empowerment of small and medium-sized enterprises, accelerating the creation of a new model of "industrial brain + future factory," exploring the "AI+" industrial development path, strengthening industrial network and data security safeguards, and achieving full coverage of the digital transformation of key state-owned enterprises. Promoting energy-saving and carbon-reduction transformation and upgrading in industries such as steel, non-ferrous metals, petrochemicals, chemicals, building materials, papermaking, and printing and dyeing, advancing the application of the "Green Efficiency Code," and promoting the energy-saving and carbon-reduction transformation of existing inefficient data centers and the integration and transformation of "old, small, and scattered" data centers. Reasonably raising the resource and environmental access thresholds for new, renovated, and expanded projects, and resolutely curbing the blind development of "high energy consumption, high emission, and low efficiency" projects. By 2027, the cumulative number of green factories is expected to reach 500, green parks 36, and near-zero carbon park pilots 24.
(8) Accelerating the Development of Producer Services. Accelerating the construction of the Western Financial Center and deepening the implementation of the "Smart, Inclusive, and Smooth" project. Iterating the "Stars in the Sky" action plan and cultivating software enterprises such as "Beidou Star" and "Morning Star." Developing cross-border logistics, e-commerce logistics, and aviation logistics, and cultivating leading enterprises in modern logistics. Build a national industrial design demonstration city and a global design capital, strengthen sub-sectors such as e-commerce, intellectual property, inspection and detection, and general contracting integration, and establish a new system of high-quality and efficient service industries. By 2027, the added value of producer services is expected to account for over 60% of the service industry, and 20 producer service clusters with a scale of RMB 10 billion each and strong industry competitiveness will be basically formed.
III. Implement Actions to Build a Clean, Low-Carbon, Efficient, and Safe Energy System
(9) Coordinate and enhance the capability of energy security and supply. Consolidate the foundation of in-city power supply, accelerate the promotion of natural gas-fired power generation projects such as the second phase of the Liangjiang Gas Turbine Project and the third phase of the Hechuan Shuanghuai coal-fired power project, and expedite the construction of pumped-storage hydropower stations in Yunyang Jianquan, Fengdu Liziwan, and Fengjie Caiziba. Make every effort to advance the project of introducing external electricity into Chongqing, complete and put into operation the "Xinjiang-Chongqing Electricity Transmission" project, initiate the construction of the Sichuan-Chongqing 1000 kV UHV AC reinforcement project, and accelerate the inclusion of projects such as introducing electricity from Tibet or north-west China into Chongqing, the southern loop network of the Sichuan-Chongqing UHV AC, and the Chongqing-Shaanxi DC back-to-back project into the national plan. Stabilize the production capacity of the Fuling shale gas field, promote the development of new shale gas exploration areas in districts and counties such as Nanchuan, Wulong, Pengshui, Yongchuan, Qijiang, Tongliang, Zhongxian, and Liangping, guide the orderly consumption of natural gas, and achieve an orderly succession of resources. By 2027, the city aims to increase the external power input capacity to over 19 million kW, with natural gas (shale gas) production reaching 20 billion m³.
(10) Promote the reduction and substitution of fossil energy. Strictly and reasonably control the growth of coal consumption, reduce coal consumption in non-power industries, and orderly advance the "coal-to-electricity" and "coal-to-gas" conversion projects. Strengthen the clean and efficient utilization of coal, vigorously promote the "three-in-one" transformation of coal-fired power plants for energy conservation, carbon reduction, flexibility, and heating, and basically eliminate coal-fired boilers with a capacity below 35 steam tons per hour. Promote advanced bio-liquid fuels and sustainable aviation fuels, and optimize the structure of oil consumption.
(11) Increase the development and utilization of non-fossil energy. Adhere to the simultaneous development of centralized and distributed energy, continue to promote the construction of the "Thousand Townships and Ten Thousand Villages Wind Power Initiative" and the "Million-kW Rooftop Distributed PV" project, and coordinate and orderly promote the development and utilization of wind and solar energy. Under the premise of ensuring energy security and supply, further optimize power grid dispatching, support the development of new demand-side management models such as virtual power plants, "integrated generation-grid-load-storage," and load aggregators, and maximize the consumption of renewable energy. Explore commitments for non-fossil energy consumption in new projects, strengthen the responsibility of energy-intensive enterprises for green electricity consumption, and support export-oriented enterprises and leading enterprises in the industry to use green electricity to increase renewable energy consumption. By 2027, the city's installed capacity of new energy is expected to reach 7.8 million kW.
IV. Implement Actions for Green and Low-Carbon Transition in the Transportation Sector
(12) Establish a green and efficient transportation system. Accelerate the construction of an inland open comprehensive hub, strengthen the efficient connection between the China-Europe Railway Express, the New Western Land-Sea Corridor, and the Yangtze River Golden Waterway, and ensure smooth navigation on the Yangtze and Jialing Rivers. Vigorously develop "rail-water intermodal transport" and "river-sea intermodal transport," promote efficient connection of multimodal transport, and reduce empty load rates and unreasonable freight turnover. To address bottlenecks in the "last mile" of logistics, accelerate the construction of direct railway connections to ports and industrial parks, and enhance the convenience of "road-to-rail" and "road-to-water" freight transfers. By 2027, the freight volume of the New Western Land-Sea Corridor is expected to reach 296,000 TEUs, the hub freight transfer rate is expected to reach 50%, the proportion of railway and waterway freight volume is expected to remain stable at over 15%, and the freight volume of rail-water intermodal transport is expected to reach 28 million mt.
(13) Build a green transportation infrastructure network. Improve the urban public transportation road network and connect the "eight horizontal, seven vertical, and nine connecting" expressway networks in the central urban area. Step up efforts to resolve the issue of convenient transfers in rail transit and implement the plan to form a rail transit network. Promote the high-quality construction of mountain city trails, three-dimensional bicycle crossing facilities, and accelerate the construction of slow-moving road systems. Deepen the construction of the Chengdu-Chongqing Hydrogen Corridor, promote the development of the entire industry chain for hydrogen energy, including "production, storage, transportation, refueling, and utilization," and connect all links in the hydrogen energy upstream and downstream. Increase the density of charging and battery swapping facilities, promote the organic integration of transportation infrastructure and the energy network, and advance the pilot implementation of "vehicle-road-cloud integration." Improve the three-tier distribution system at the county, township, and village levels, and promote the green and intelligent transformation of distribution methods. By 2027, the 100-meter coverage rate of integrated rail-bus transfers is expected to exceed 90%, the 50-meter coverage rate is expected to exceed 80%, the total mileage of mountain city greenways is expected to exceed 800 kilometers, and the proportion of green travel in the central urban area is expected to remain above 70%.
(14) Accelerate the low-carbon upgrading of transportation equipment. Further optimize the traffic policies for new energy trucks in the central urban area, actively support the inclusion of old commercial trucks with National IV emission standards and below in the trade-in subsidy range, and accelerate the phase-out of freight vehicles with National IV emission standards and below in the central urban area. Promote the construction of infrastructure such as LNG refueling stations and orderly promote the application of LNG-powered vessels. Accelerate the phase-out and renewal of old gas vehicles, and promote the adoption of new energy in newly added and updated urban public service vehicles such as buses, taxis, urban logistics vehicles, sanitation vehicles, and postal vehicles in the central urban area. Increase efforts to promote hydrogen fuel cell vehicles and drive energy conservation and carbon reduction in the transportation sector. By 2027, the proportion of pure electric buses and cruising taxis in the central urban area is expected to be no less than 55%.
V. Implement the Quality Improvement Action for Green and Low-Carbon Development of Urban and Rural Construction
(15) Vigorously develop new construction methods. Continue to deepen the construction of national prefabricated building model cities and national smart construction pilot cities. We will steadily promote the development of prefabricated buildings, advance the industrialized construction and prefabricated decoration of municipal engineering projects, and carry out pilot projects for prefabricated rural housing. We will implement a plan for the development of intelligent construction, host the National Construction Robotics Competition, attract innovative resources for intelligent construction to our city, support eligible districts and counties in developing intelligent construction industrial parks, promote the establishment of strong industrial chains and clusters in the upstream and downstream sectors of intelligent construction, and strive to cultivate new quality productive forces in the housing and urban-rural development sector. By 2027, the proportion of prefabricated building area in newly constructed buildings across the city will exceed 35%.
(16) Promoting the Low-Carbon Transition of Urban-Rural Development and Management Models. We will establish a new system and mechanism for comprehensive and integrated urban governance, improve the closed-loop collaborative governance system integrating planning, construction, management, governance, and operation, and implement comprehensive actions to enhance urban quality. We will deepen the construction of climate-resilient cities and enhance urban capabilities in risk assessment and adaptation to climate change. We will advance the construction of eco-garden cities, implement vertical greening, and create world-class riverside public spaces and urban mountain ecological parks at a high standard. By 2027, the per capita area of park green space will reach 13 m², and the green space ratio in urban built-up areas will reach 40%.
(17) Enhancing Building Energy Efficiency. We will vigorously develop green and low-carbon buildings, and strictly enforce high-star green building standards for newly constructed government-invested and large public buildings, as well as super high-rise buildings. We will promote the green transformation of urban buildings and municipal facilities, and, in conjunction with urban renewal and renovation of old residential communities, upgrade heat pump units, radiators, chillers, air conditioners, lighting, and elevators to improve energy efficiency. We will optimize the energy consumption structure of buildings, advance the integrated construction of building photovoltaics (PV), and promote the application of "PV+ESS, direct current, and flexibility" technologies. By 2027, green buildings will account for 100% of newly constructed urban buildings, and the application ratio of green building materials in newly constructed urban buildings will be no less than 70%.
(18) Expanding Pathways for Green Development in Agriculture and Rural Areas. We will implement actions to reduce emissions and sequester carbon in agriculture and rural areas, optimize the structure of planting and breeding, and promote the adoption of superior crop and livestock varieties, as well as green and efficient cultivation and breeding technologies. We will carry out comprehensive improvement actions for the rural living environment, and establish and improve a system for the collection, utilization, and treatment of agricultural wastes such as straw, agricultural film, and pesticide packaging waste. We will reasonably control the use of chemical fertilizers, pesticides, and plastic film, and implement actions to reduce their application. We will raise standards to advance the "three revolutions" in rural garbage, sewage, and toilets, shaping a modernized rural landscape in the Chongqing region. By 2027, the coverage rate of rural domestic waste classification in administrative villages will reach 90%, the treatment (control) rate of rural domestic sewage will reach 100%, the comprehensive utilization rate of livestock and poultry manure will reach 82%, and the utilization rate of chemical fertilizers will meet the targets set by the state.
6. Implementing Actions to Accelerate the Circular Economy
(19) Vigorously Promoting Energy Conservation, Carbon Reduction, and Efficiency Enhancement. We will strengthen energy conservation reviews for fixed asset investment projects, continue to conduct evaluations of energy consumption output benefits, and prioritize energy use for projects with high energy efficiency and high output benefits per unit of energy consumption. We will conduct carbon emission evaluations for projects and improve the mechanism for incorporating greenhouse gas emissions into environmental impact assessments for construction projects. We will conduct in-depth energy efficiency diagnostics for key energy-consuming entities and key energy-consuming products and equipment, strengthen the assessment of enterprise energy efficiency and carbon emission levels, encourage enterprises to collaborate with energy conservation service companies on energy-saving equipment and technological transformation, and promote energy-saving and carbon-reduction transformations as well as the renewal of energy-using equipment in enterprises. We will focus on conducting special inspections of key energy-consuming entities in the industry, regularly carry out special supervision and inspection of the implementation of energy conservation review opinions for fixed asset investment projects, and strictly implement the energy conservation supervision system. By 2027, the city's energy consumption per unit of GDP will decrease by 16% compared to 2020.
(20) Strengthen the efficient and intensive utilization of resources. Implement the "Five Projects" for energy, water, land, material, and ore conservation, and strengthen the whole-process management and full-chain conservation of various resources. Implement the strictest water resource management system, organize the selection of "water efficiency leaders" among enterprises, and accelerate the construction of reclaimed water facilities and equipment. Launch citywide activities to promote food conservation and combat food waste. Implement the strictest farmland protection system, promote land-saving technologies and models, and optimize the development and utilization of existing land. Strengthen the exploration, development, utilization, and protection of mineral resources, promote the application of advanced and applicable technologies for the conservation and comprehensive utilization of mineral resources, and systematically advance the construction of green mines. By 2027, the city's annual total water consumption will be controlled within 10.558 billion m³, and 200 green mines will be constructed.
(21) Strive to promote the high-quality development of the recycling industry. Encourage the use of artificial intelligence and information technology to establish and improve a waste material recycling network system, and accelerate the integration of the household waste classification system and the renewable resource recycling system. Focus on cultivating and expanding the recycling industries for scrapped vehicles, waste power batteries, recycled metals, waste home appliances, and industrial equipment, actively develop remanufacturing, and vigorously promote the application of recycled materials. Attract more leading enterprises in the industry and key enterprises in niche markets to actively participate in recycling, and strive to create characteristic circular industry clusters. Improve the quality of the construction of a "zero-waste city" across the entire region and strengthen the resourceful utilization of construction waste. By 2027, the recycling rate of urban household waste will reach 45%, the resourceful utilization rate of urban construction waste will reach 75%, and the annual total utilization of major recycled resources, including waste steel, copper scrap, aluminum scrap, lead scrap, zinc scrap, waste paper, waste plastics, waste rubber, waste glass, waste textiles, and waste power batteries, will reach 11 million mt.
VII. Implement Promotion Actions with Full Participation
(22) Actively advocate a green lifestyle. We will carry out in-depth initiatives to promote green and low-carbon development, continuously promote public awareness campaigns during National Ecology Day, National Energy Conservation Promotion Week, and National Low-Carbon Day, advocating for a simple, moderate, green, low-carbon, civilized, and healthy lifestyle and consumption patterns. We will guide the public to conserve water and electricity, adopt green travel, promote the "Clean Plate Campaign," resist excessive packaging, and reduce the use of disposable items. We will leverage the role of the media to continuously promote waste sorting, fostering a new trend where everyone, in everything they do, and at all times, participates in green and low-carbon practices.
(XXIII) Continuously increase the supply of green products. We will encourage enterprises to adopt green design, select green materials, implement green procurement, develop green manufacturing processes, promote green packaging, carry out green transportation, and ensure proper recycling and disposal of waste products, achieving full-cycle environmental protection of products. We will strengthen green supervision of the supply chain, implement a unified national system for green product standards, certification, and labeling, promote green product certification, and encourage enterprises to actively obtain green certifications for building materials, furniture, express packaging, plastic products, and second-life application products of power batteries for NEVs. By 2027, we aim to cultivate a cumulative total of 50 green shopping malls and 120 green hotels.
(XXIV) Actively expand green consumption. We will establish green shopping malls, green markets, and green hotels to cultivate green consumption patterns. We will expand the scope of implementing trade-in policies for consumer goods, explore consumption promotion policies that offer more subsidies for green products, fewer subsidies for non-green products, and no subsidies for non-compliant products. We will organize activities to promote green consumption, such as trade-ins for green and smart home appliances, replacement of NEVs, promotion of NEVs in rural areas, and promotion of green home renovation. We will guide enterprises to implement green procurement guidelines and encourage qualified enterprises to establish green supply chains, driving collaborative transformation of upstream and downstream enterprises. We will encourage users to expand their consumption of green energy.
VIII. Implementing Supportive Initiatives for Scientific and Technological Innovation
(XXV) Strengthen applied basic research in the field of green and low-carbon development. Centered around the city's "416" scientific and technological innovation layout, we will establish a batch of technological innovation centers, accelerate the preparation of a number of key laboratories, and focus on advancing carbon-based frontier materials and other fields to reach a regional first-class level. We will accelerate the creation of an innovation ecosystem integrating "education + talent + scientific and technological innovation + industry," focus on building an incubation and cultivation system that integrates science and industry, accelerate the construction of the Mingyue Lake Science and Technology Innovation Park, and improve the quality of development of national university science parks and innovation and entrepreneurship ecosystems around universities. By 2027, we aim to achieve an R&D investment intensity of 3% across society.
(XXVI) Accelerate the breakthrough of key technologies in the field of green and low-carbon development. Taking the demonstration construction of green and low-carbon parks as a carrier, we will focus on tackling key technologies in low-carbon, zero-carbon, and negative-carbon areas, forming a package of carbon neutrality technologies, promoting the cross-integration of new energy, new materials, artificial intelligence, etc., and advancing the integrated innovation of technology, platforms, and management. We will strengthen the dominant position of enterprises in scientific and technological innovation, cultivate and guide leading enterprises to form innovation consortia by collaborating with upstream and downstream industry players, as well as industry-university-research institutions, to enhance their capabilities in tackling key and core technological challenges. We will encourage enterprises of all ownership types to participate in relevant national science and technology programs. By 2027, the number of high-tech enterprises and technology-based enterprises will reach 12,800 and 86,000, respectively.
(27) Promote the demonstration and application of green technologies. We will leverage innovation as a key driver for green transformation and establish an innovation system that integrates "applied basic research, industrial technology breakthroughs, and achievement transformation." We will establish the "Chengdu-Chongqing Science and Technology Innovation Corridor Cloud Platform," focusing on breakthroughs in the construction of a hub for the transformation of scientific and technological achievements with high-energy aggregation, and accelerate the development of a national demonstration zone for the transfer and transformation of scientific and technological achievements. We will research and formulate a local technical guidance catalogue for the coordinated governance of pollution reduction and carbon reduction in key industries, compile a list of coordinated emission reduction technologies, and explore business models conducive to the development of new green and low-carbon industries and business formats. By 2027, the transaction volume of technology contracts will exceed 130 billion yuan.
IX. Implementing Actions to Improve Green Transition Policies
(28) Improving the fiscal and tax policy system for green transition. We will coordinate the use of national bonds and fiscal funds at all levels to increase support for green and low-carbon projects, establish an incentive and restraint mechanism for transfer payments to promote high-quality development, and encourage social capital to fully participate in investments in the green and low-carbon sectors. We will implement tax incentives for environmental protection, energy and water conservation, comprehensive resource utilization, new energy, and clean energy vehicles and vessels. We will promote the improvement of the green tax system, comprehensively implement the reform of water resource fees into taxes, and improve the environmental protection tax collection system.
(29) Expanding financial instruments for green transition. We will accelerate the construction of the Chongqing Green Finance Reform and Innovation Pilot Zone, promote the development of the carbon finance market, and prudently and orderly explore and carry out carbon financial services such as carbon funds, carbon asset pledge loans, and carbon insurance. We will iteratively optimize the "Yangtze River Green Financing" system, which features multi-sectoral and cross-regional collaborative innovation between the central and local governments, reasonably increase the proportion of green loans in the total loan balance, and guide the green allocation of financial resources. By 2027, the balance of green loans will reach 1.2 trillion yuan.
(30) Improving the investment mechanism for green transition. We will guide and regulate social capital participation in the investment, construction, and operation of green and low-carbon projects, and encourage social capital to establish green and low-carbon industrial investment funds through market-oriented means. We will actively seek support from central budgetary investments for key projects in areas such as the demonstration of advanced green and low-carbon technologies, energy conservation and carbon reduction in key industries, efficient and circular resource utilization, and environmental infrastructure construction. We will use monetary policy tools such as carbon emission reduction support facilities, re-lending and rediscounting to support agriculture and small businesses, to guide financial institutions to increase credit provision for green and low-carbon transformation and development. Support eligible projects related to green transformation, such as new energy and ecological environmental protection, in issuing Real Estate Investment Trusts (REITs) in the infrastructure sector. Standardize and promote the application of the new Public-Private Partnership (PPP) mechanism in fields such as culture and tourism, transportation, and ecological and environmental protection.
(31) Improve the pricing policy for green transformation. Advance price reforms in the energy sector and optimize the tiered pricing systems for residential water, electricity, and gas. Strengthen the coordination between electricity pricing policies and energy conservation and emission reduction policies. Strictly implement tiered electricity prices for industries such as steel, cement, and electrolytic aluminum, and apply higher electricity prices to enterprises in the elimination and restriction categories (including electricity traded in the market). Implement the policy that market-traded electricity prices for energy-intensive enterprises are not subject to the 20% upward limit.
(32) Optimize the market-oriented allocation of resources and environmental factors. Improve the horizontal ecological protection compensation mechanism, strengthen the capacity building for the valuation of ecological products, formulate guidelines for the valuation of ecological products (VEP) in specific geographical units, and explore financing instruments based on resource and environmental rights. Steadily expand local pilot carbon markets and continuously improve the carbon market institutional system. Strengthen the application of green electricity certificates in carbon footprint accounting and carbon labeling certification management for key products. Improve the "Carbon Benefit Pass" voluntary greenhouse gas emission reduction mechanism and expand its application scenarios.
(33) Promote carbon budget management across the city. Conduct trial calculations of annual carbon emissions data from energy activities and industrial production processes across the city, and assess the completion of carbon intensity targets. Build a carbon budget management platform to conduct monitoring, early warning, and analysis of energy consumption and carbon emissions, and promote the transition from "dual controls" on energy consumption to "dual controls" on carbon emissions. Explore the development of energy balance sheets at the district and county levels. Conduct carbon emission accounting for industrial sectors such as power, steel, non-ferrous metals, building materials, petrochemicals, and chemicals, as well as for fields such as urban and rural construction and transportation, and strengthen the management and application of industry carbon emission data.
(34) Explore green standards to lead carbon emission assessments. In response to the needs of green and low-carbon development in the city's industrial, transportation, agricultural, and other sectors, conduct research on green standards for key industries such as digital housing and urban-rural development, rail transit, vehicle-road coordination systems in mountainous cities, and navigation. Support the city's industry associations, leading enterprises, research institutes, and other entities to actively participate in the formulation of international, national, and industry standards related to green and low-carbon development, and encourage the development of group standards for green development. Focus on key industries with prominent regional characteristics and strong industrial driving forces to develop standards for carbon footprint accounting of products, expand the scope in a timely manner, and support the inclusion of relevant standards in the national product carbon footprint standard management system.
X. Implement Actions to Enhance International Cooperation in Green Development
(35) Integrate into the joint construction of a green "Belt and Road". Based on our city's strategic positioning as a comprehensive inland open hub, and relying on the China-Europe Railway Express (Chengdu-Chongqing) and the New International Land-Sea Trade Corridor in the western region, we will leverage development platforms such as the China (Chongqing) Pilot Free Trade Zone and the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity to actively participate in exchanges and cooperation in areas such as climate change response, biodiversity conservation, and plastic pollution governance. We will deepen green "Belt and Road" cooperation, encourage financial institutions to implement the Green Investment Principles (GIP) for the "Belt and Road", and expand cooperation in technology, equipment, and services in fields such as energy conservation, environmental protection, and clean energy.
(36) Strengthen green and low-carbon cooperation and exchanges. We will strengthen cooperation with multilateral institutions such as the Energy Foundation, the World Bank, and the Asian Development Bank in the field of green and low-carbon development, continuously implement cooperation initiatives with the Energy Foundation, optimize the management of foreign loan projects, and leverage the intellectual support and funding from multilateral institutions to promote our city's green and low-carbon development. We will enhance international exchanges, focusing on areas such as green manufacturing, the digital economy, energy conservation, and environmental protection, and host high-level international major exchange events. We will support enterprises in obtaining international certifications.
We will uphold and strengthen the Party's overall leadership over the comprehensive green and low-carbon transformation of the economy and society, treating this transformation as a key task that affects the overall situation and plans for the long term. We will comprehensively consider the needs for a comprehensive green and low-carbon transformation of the economy and society when formulating policies and implementing major projects. We will support relevant units, people's organizations, and social organizations in actively promoting green transformation in their respective fields, and guide various elements and resources to gather and transform towards green and low-carbon areas. The Municipal Development and Reform Commission should strengthen overall coordination, while relevant municipal departments and district and county governments should enhance collaboration, horizontal and vertical coordination, and orderly promote the transition from "dual controls" on energy consumption to "dual controls" on carbon emissions. We will implement a comprehensive evaluation and assessment system for carbon peaking and carbon neutrality in accordance with national requirements, conduct assessments scientifically, and strengthen the application of evaluation and assessment results. Important situations should be promptly reported to the Municipal Party Committee and Municipal Government in accordance with procedures.
